4311 Centre is a new four-storey office and retail complex in Red Deer. Located on the site of the former Inland Concrete plant, the new complex will have retail outlets on the main floor with office space on the remaining floors. Underground parking will provide for office and retail staff needs with the possibility of rental spaces. The exterior was designed to relate stylistically to nearby buildings and reflect the area’s industrial history. There is an emphasis on public space with green spaces, provisions for an art proposal, and provisions for patio space over the parkade. The site is also very walkable—there is a walking trail which connects Taylor Drive to the river valley. This project is an excellent use of a former industrial site. It is located in the downtown region and re-uses vacant industrial land; thus, no farmland will be destroyed, limiting urban sprawl and reclaiming an existing site. An extensive traffic impact study was required for the project, and traffic flow will be improved by the new accesses to the property.
